Ragnar Bjartmarz was appointed in 2023 to lead the Government of Iceland’s RUC Strategy Center, bringing extensive experience in designing and delivering complex strategic initiatives. The center’s mandate is to define a national vision and strategy that aligns infrastructure funding, equitable road usage charges, environmental goals and public acceptance. Ragnar is responsible for guiding the development of the RUC system and coordinate cross‑ministerial efforts to establish a unified national approach to distance‑ and environment‑based vehicle charges in Iceland.

He holds an MSc in Engineering from the Technical University of Denmark (DTU), complemented by further studies in business and management. After decades in C‑level leadership positions, Ragnar transitioned to work as a management consultant, advisor, and board member, applying his expertise in strategic planning and execution.
